No box or instructions are included.
There are peeling and discoloration of the stickers due to aging.

Missing: 1 black-suited minifigure torso, 1 patterned helmet, 1 facility, 1 red plate 4x8, and 1 dark gray block 4x10.
The helmet will be a solid red color, the red plates will be 6x4 and 2x4, and the dark gray block will be replaced with 5 black blocks 2x4.
Also, the torso will be replaced with a black police officer's uniform.
