Love this RED Valentino skirt Flat waist is 12.5" and has stretch to about 16". The pleated skirt fabric below this is not stretchy. An IT 36 is a US 0 or XS, but I wear a 2 to 4 in a skirt, and this fits me easily, still having the nice slight pouf, and would stretch a bit more.
