This knit vest is a special order from the Claymore shop in Birmingham, Michigan, USA, for Ballantyne, dating back to the 80s-90s. I purchased it previously at a vintage clothing store.
It has the PURE CASHMERE label, which is the same tag as Ballantyne's blue lettering, so they are from the same era.
I've seen striped patterns before, but this is a rare striped knit.
