This is a beautiful green striped mechanical pencil.
It's a retractable mechanical pencil, and while the lead size isn't explicitly stated, it's likely between 0.9 and 1.18.
By pulling out the cap and removing the eraser (which has deteriorated and turned black), you'll find 5 spare leads inside. However, the leads don't come out easily, so you may need to shake it or use tweezers to remove them. There's a possibility they may get stuck in the future.
To refill the lead, you insert it from the tip, not from the inside.
It is possible to write with it.
The celluloid part is engraved with "SHEAFFER'S MADE IN U.S.A. PAT'D IN U.S.A. 300".
I haven't used it much myself, but it's quite old, so there are minor scratches, a scratch on the tip of the barrel (see image 7), and the plating on the clip is peeling (see image 8).
